Visa Debit Card
What is it and where can I use it? A Visa Debit Card is a very convenient and popular method of paying for goods or services. In fact, over 20 million merchants and 1.7 million ATMs worldwide will accept your Visa Debit Card for cash withdrawals and purchase transactions – including those made via telephone or the Internet. A Debit Card differs from a Credit Card in that funds accessed by your Debit Card are drawn from your checking account – we are not extending you credit. While this card acts as an ATM card, allowing you to access cash at an ATM, it also allows for you to receive cash back at the point of purchase through the use of your PIN number.
What are my limits? You are limited by two things… First, by the current balance in your account, and second, by a pre-set “daily dollar limit” (DDL). Our default DDL for cash withdrawals is $500, based on funds availability. The default Point of Sale DDL is $1,500 per day, based on funds availability. If the default DDL does not fit your needs, you may request a higher or lower DDL. If you need a temporary increase in limit, we can normally accomplish this, upon approval, in just a few minutes. Conversely, some customers may be set with a lower DDL based on adverse information supplied by a credit report.
The funds available for card access will consist of the current balance in the account to which your card is issued. Customers should keep in mind that an ATM balance inquiry represents a snapshot balance of the particular moment the inquiry is made and will not reflect any issued but un-cleared checks or any pre-authorized automatic debits. These items may subsequently clear the affected account resulting in an account overdraft situation.
How do I get a card? When setting up your checking account you may check the appropriate box on the application, or afterward by filling out an application available in our office or on our website. Once we have ordered your card, you should receive it within 7-10 days, with the Personal Identification Number (PIN) arriving, for security reasons, under separate cover, a couple days prior. Be aware that both the PIN and card carrier envelopes are plain and inconspicuous, will not sport our logo, and may appear as junk mail.
What do I do when the card arrives? Before using your card you will need to activate it. In order to activate your card you may simply conduct a PIN-based purchase transaction or cash withdrawal, or you may activate your card, by calling the toll free number listed on the PIN mailer. Once you have activated your card, it will be ready to use right away! If you have trouble with activation, please call us. If we can confirm your identity, we can activate your card on the spot.
Setting your PIN: Your PIN will be a randomly assigned four digit number. Because random numbers may be difficult to remember, we offer you the option to change your PIN. Should you wish to customize your PIN, you have two options. If you know your PIN you may customize your PIN at any ATM offering that function. Alternately, you may customize your PIN by calling 1-866-392-9952 from your home phone. Keep in mind that for security reasons the Bank does not have access to your PIN and therefore we cannot provide you with your PIN if you should forget it. If you do not know your PIN, please contact the Bank’s EFT Department at 1-866-638-1705. In such situations, a new PIN will be generated and mailed to your address of record. This may take 5-7 business days.
Tips for using your card: Your Visa Debit Card offers you two methods by which to conduct a purchase transaction. You may make a PIN-based purchase at any merchant enabled for PIN purchase transactions, or you may complete a signature-based transaction at any Visa enabled merchant.
Normally, if a merchant is set up with PIN purchase functionality, you will be automatically prompted to enter your PIN number during the course of the transaction. If you are asked for your PIN number but would prefer to do a signature-based transaction, simply hit cancel and the transaction will route through the signature purchase network instead of through the PIN purchase network. Merchants that do not offer PIN purchase will automatically route your purchase transaction through the signature purchase network (Visa). Consumer protections vary by purchase type, with signature purchase transactions carrying consumer protections that exceed those mandated by Banking Regulation E. If my card is worn out or lost can I get a replacement? Yes. If your card become unserviceable – broken, cracked, sporting a worn out magnetic stripe, etc., we can get you a replacement card. Just contact us to let us know of your need. Cards that are lost or stolen can be replaced as well, but in those cases we will issue you a fresh card number. Be advised, there may be a fee for card replacement.
If I need to contest a charge, do I have rights? Yes. In most cases it is important for you to contest a charge within 60 days from the date the item in question appears on your bank statement. Protections are good, but time is of the essence. If you need to contest a charge, please contact our EFT Department at 1-866-638-1705.
How do I get a replacement for an expiring card? Your card will be good until the end of the expiration month listed on the face of your card. A new card will be issued automatically and delivered to you about a month prior to expiration. Your new card will have the same PIN as your expiring card and will need to be activated upon receipt.
Can I avoid surcharges by using any particular ATMs? Yes. We do not charge a surcharge fee or “Foreign ATM Fee” when our customer uses their card at any FSBC ATM. We have ATMs located at our Delta, Paonia, Crawford, Fountain and Westcliffe offices, as well as ATMs located in Hotchkiss at the City Market Store and Hotchkiss Short Stop. Be aware that a Foreign ATM Fee will apply for any ATM cash withdrawal at an ATM not owned by FSBC. Also, most ATM owners charge a separate surcharge for the convenience of using their ATM machines.
